The Ministry of External Affairs (MEA) has called for public suggestions on the draft of the Overseas Mobility (Facilitation and Welfare) Bill, 2025, intended to replace the existing Emigration Act of 1983, reports 24brussels.

The proposed legislation aims to create a comprehensive regulatory framework for the overseas employment of Indian nationals while ensuring their safety and welfare. In a statement on social media platform X, MEA Official Spokesperson Randhir Jaiswal emphasized the need for public feedback to institutionalize safe and orderly migration.

The MEA’s statement outlines that the draft bill will enhance emigration management by instituting regulatory mechanisms for safe and orderly migration. It aims to develop policies and schemes that focus on both the opportunities for Indian workers abroad and protections for vulnerable emigrants.

One of the crucial features of the proposed bill is the establishment of the Overseas Mobility and Welfare Council. This body will improve coordination across various ministries involved in migration policy management, thereby facilitating better governance.

The bill is designed to ensure compliance with international agreements on migration and establish data-driven policies based on labor studies. The ministry is welcoming comments and suggestions via email until November 2025 at the provided addresses.
