Ragasa weakens to tropical storm after killing 24 in Taiwan and the Philippines

Ragasa peaked on Monday, reaching winds of up to 265 kph. The storm affected the Philippines, Taiwan, Hong Kong and southern China, before moving west along the southern Chinese coast toward Vietnam.
