Serial NYC shoplifter waltzes free despite staggering 254 arrests

These nagging crimes, which have prompted stores across the city to lock their goods behind plastic barricades, has shot up 89% from 14,286 in 2020 to more than 27,705 incidents so far this year, police data shows.
