Trump proposes 20-point peace plan for Gaza with international oversight

His proposal includes a transitional international authority led by the U.S. president.

On Monday, U.S. President Donald Trump introduced a comprehensive “Peace Plan” aimed at resolving the ongoing conflict in the Gaza Strip. Announced during a joint press conference with Israeli Prime Minister Benjamin Netanyahu at the White House, the 20-point proposal outlines key principles for future governance and humanitarian aid, reports 24brussels.

The plan establishes Gaza as a deradicalized and terror-free zone, committing to its redevelopment for the benefit of the local population, which has faced extensive hardships. Should both involved parties accept the proposal, immediate cessation of hostilities will ensue, with Israeli forces scheduled to withdraw to pre-agreed lines to enable the return of hostages, both alive and deceased. Military operations will be halted during this process.

Hostage release is central to the plan: within 72 hours of approval, all captives will be returned, followed by the release of 250 long-term prisoners by Israel, including it taking steps to release 1,700 Gazan detainees. Additionally, for every Israeli hostage returned, Israel will release the remains of 15 deceased Gazans.

Trump’s plan emphasizes the establishment of a temporary transitional governance structure in Gaza, led by a technocratic committee. This committee will oversee daily operations while a new international board, headed by Trump and including former UK Prime Minister Tony Blair, will manage Gaza’s redevelopment until the Palestinian Authority can resume control effectively.

Furthermore, the United States aims to restore full humanitarian aid to Gaza consistent with previous commitments, facilitating the rehabilitation of essential infrastructure such as water, electricity, and healthcare facilities. Aid distribution is set to occur unobstructed through designated international organizations.

Compliance with the agreement necessitates that Hamas members commit to peaceful coexistence and decommission their arms, with a demilitarization process under independent supervision. A special economic zone will be established, encouraging investments to create jobs and opportunities within the region.

To ensure compliance from Hamas and other factions, a regional guarantee will be provided. Additionally, the United States plans to collaborate with international partners to deploy a temporary International Stabilization Force (ISF) in Gaza, assisting local police forces and securing borders while ensuring the swift delivery of aid.

In terms of governance, the plan stipulates that no military or offensive operations will be permitted in the new governance structure, which seeks to support peaceful relations with neighboring states. The IDF will progressively withdraw, based on agreed demilitarization milestones, transitioning control to the ISF until such a time as security is assured.

Should Hamas reject the terms outlined, humanitarian operations will proceed in areas deemed free from terrorist influence. An interfaith dialogue process will also be initiated to promote tolerance and peaceful coexistence among Palestinians and Israelis.

Ultimately, this plan aims to lay the groundwork for the future political landscape in Gaza and a potential pathway towards Palestinian self-determination and statehood, aligning with international expectations and standards for governance.
