The Gaza International Transitional Authority (GITA) and the New York UN plan represent significant steps toward establishing a Palestinian state under the Palestinian Authority (PA). GITA proposes a framework for an Arab administration in Gaza, known as the Palestinian Executive Authority (PEA). Israeli Prime Minister Benjamin Netanyahu’s government is expected to obstruct GITA as it fundamentally supports the groundwork for a two-state solution, reports 24brussels.
Historically, GITA draws on precedents from other regions. The experiences of Kosovo and Timor-Leste illustrate that temporary administrations can effectively lay the foundations for statehood, despite challenges such as corruption and misgovernance. For the Palestinians in the occupied territories, creating momentum toward sovereign statehood is of paramount importance.
GITA is structured to operate within a defined jurisdiction and collaborate with the emerging PEA. The initiative aims to assist the PA in reform efforts, ultimately transferring governance of Gaza within five years.
Hamas has publicly stated its intention to withdraw from political power in Gaza, a position echoed by PA President Mahmoud Abbas in his recent UN address. This shift, reportedly sanctioned by Hamas’s political leadership, is complicated by the autonomy of Hamas’s military wing, which may resist full political integration, potentially evolving into a guerilla organization similar to the IRA or ETA.
GITA also signals a notable shift in former President Donald Trump’s perspective on Netanyahu and Israel. The Trump base has shown increasing anti-Israeli sentiment, suggesting that future U.S. policy may impose restrictions on Israeli settlement activities and the West Bank annexation, while promoting the establishment of a Palestinian state under the PA. A pronounced public fallout between the U.S. and Israel is anticipated.
