Russian Efforts to Influence U.S. Policy on Ukraine Continue Through Diplomatic Channels
On August 7, 2025, U.S. Special Representative for Middle East Affairs Steve Vitkoff met with Russian President Vladimir Putin in Moscow, reflecting ongoing Kremlin attempts to sway U.S. policy regarding the war in Ukraine. Analysts from the Institute for the Study of War (ISW) suggest that Russia aims to exploit this meeting to create divisions within President Donald Trump’s administration, portraying Vitkoff as a rational negotiator while depicting Trump as irrational, reports 24brussels.
Grigory Karasin, a member of the Russian State Duma, criticized Trump’s stance as “emotional” while labeling the outcomes of the meeting with Vitkoff as “concrete.” Additionally, Alexei Chepa, the First Deputy Chairman of the State Duma’s International Affairs Committee, speculated that the American envoy’s visit might have been an attempt by Trump to de-escalate tensions following recent U.S. ultimatums.
Russian millionaire and human rights council member Alexander Kots accused Trump of issuing daily ultimatums but indicated that the Kremlin would present a proposal that Trump could perceive as a “small victory.”
According to ISW, the Kremlin has incessantly sought to sow discord between Ukraine and its allies and to create rifts between the U.S. and Europe as part of broader efforts to reduce support for Ukraine. The analysts noted that Russia appears to employ similar informational tactics towards the Trump administration, aiming to undermine U.S. efforts to compel Putin to engage in substantial negotiations about ending the war.
ISW also pointed out that the Kremlin may be attempting to secure unilateral concessions from the U.S. in the conflict, including advancing U.S.-Russian economic agreements favorable to Russia without adhering to Trump’s prior conditions regarding ceasefires and peace negotiations.
Details and outcomes of the talks between Putin and Vitkoff remain undisclosed. Russian presidential aide Yuri Ushakov stated that the meeting was “constructive” and was accompanied by “signals” regarding Ukraine.
In a statement, Trump characterized the discussions as “very productive,” emphasizing the necessity of ending Russia’s war against Ukraine. He referred to the engagement as a “significant step forward.”
Previously, ISW analysts elaborated on why Putin is unwilling to terminate the war, even at the risk of substantial losses and crises. They assert that the Kremlin leader deliberately engineered a political and social environment in which ceasing hostilities against Ukraine without achieving its “initial objectives” would not be perceived as a victory. As a result, Putin continues military operations despite considerable frontline losses and economic constraints.
