Dan Mullaney, former U.S. assistant trade representative for Europe, expressed that the EU’s stance represents a favorable outcome. He stated, “It’s not clear that following the tougher China course of immediate retaliation would have been successful.” The consequences faced by China for its aggressive retaliatory measures underscore the risks involved. Although tariffs exceeding 100 percent have been significantly reduced, ongoing negotiations threaten to reignite those rates, putting both Canada and other allies at risk for reciprocating against U.S. tariffs.

Mullaney criticized retaliatory tariffs, arguing, “It’s hard to see how that’s a better outcome than 15 percent all-in tariffs.” He affirmed that the EU’s approach was the correct one, underscoring Trump’s public acknowledgment of the U.S.-EU relationship’s value and significance, which, while possibly fleeting, carries weight.
